Distinguished Fellows are highly accomplished individuals drawn from academia, public service, industry and civil society. Whether they come with a strong academic background, significant community contributions, or a blend of both, they bring stature, judgement, and convening power to MOP’s mission. They provide strategic counsel, help translate research into practical solutions, and, where appropriate, make high-integrity introductions. The role is honorary, non-executive, and non-partisan, with no fiduciary duties, and all activities align with MOP’s standards on neutrality and safeguarding.

Pauline Binns-Tulloch MBE
Distinguished Fellow, Greater Manchester & Community Care Partnerships
Pauline Binns-Tulloch, MBE is a Greater Manchester community-care leader specialising in safeguarding, quality improvement and frontline support. Appointed Member of the Order of the British Empire (MBE) in The King’s Birthday Honours 2024 for services to the community in Greater Manchester, she is the founder of PBT Safer Care Ltd (Manchester), partnering with providers, local authorities and the voluntary sector to raise standards and protect vulnerable people.
At MOP, she advises on university–NHS–local authority collaboration, champions inclusive community engagement, and helps shape practical pilots—ageing well at home, workforce pathways, and community health navigation—for local testing and network-wide scaling
